Codes adopted

Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Tips & gotchas

  • Sandy City uses the CivicPlus CMS — building permit pages do not render content in static HTML. All permit information must be accessed via the city's online permit portal or by calling (801) 568-7100.
  • Work Without a Permit Investigation Fee: if building inspectors discover unpermitted work, Sandy charges a fee equal to the full permit fee in addition to the standard permit fee.
  • All building permit fees include a state-mandated 1% surcharge toward state building programs.
  • Plan review is 65% of the permit fee and is charged in addition to the permit fee itself.
  • Expedited plan review or inspection (under 48 hours) costs double the standard fee.
  • After-hours inspections (after 5 p.m. or on holidays/weekends) are billed at $35/hour with a minimum $70 charge (2-hour minimum).
  • Re-inspection fee is $70 — if an inspection fails and a second visit is required, this fee applies.
