Codes adopted
Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.
- 2021 International Residential Code (IRC), including Appendix E and Q — Utah Code § 15A-2-103(1)(b); UNCHANGED by the 7/1/2026 code cycle. Confirmed live on the South Jordan Building Department page (sjc.utah.gov/266/Building-Department, re-fetched 2026-07-16), which lists '2021 International Residential Code (IRC), including Appendix E and Q.'
- 2024 International Swimming Pool and Spa Code (ISPSC) — Utah Code § 15A-2-103(1)(n) (residential provisions); CURRENT as of 7/1/2026. Confirmed live on the South Jordan Building Department page (re-fetched 2026-07-16), which now lists '2024 International Swimming Pool and Spa Code (ISPSC).' Supersedes the 2021 ISPSC, which this file previously (and, post-effective-date, incorrectly) listed as current.
- 2024 International Energy Conservation Code (IECC) — Utah Code § 15A-2-103(1)(h); CURRENT as of 7/1/2026. ONE statewide edition — the statute does not split residential vs. commercial IECC editions. NOTE (2026-07-16 live re-check): South Jordan's own Building Department page currently lists these as two separate lines — 'Residential provisions of the 2021 International Energy Conservation Code' and 'Commercial provisions of the 2024 International Energy Conservation Code' — which is itself an inconsistency on the city's part (the statute has no such split and no 2021 IECC provision remains in force for any use). The single governing edition per the statute is 2024 IECC, statewide, for all uses. The prior 2021/2024 residential/commercial split is preserved below as historical/superseded city-page language only.
- HISTORICAL (superseded 2026-07-01, city page not yet corrected as of 2026-07-16): South Jordan's page separately lists 'Residential provisions of the 2021 International Energy Conservation Code' and 'Commercial provisions of the 2024 International Energy Conservation Code' — both superseded by the single 2024 IECC edition above.
- 2023 National Electrical Code (NEC) — Utah Code § 15A-2-103(1)(g); UNCHANGED by the 7/1/2026 code cycle. Confirmed live on the South Jordan Building Department page (re-fetched 2026-07-16), which lists '2023 National Electrical Code (NEC).'
- 2024 International Building Code (IBC), including Appendix J — Utah Code § 15A-2-103(1)(a); CURRENT as of 7/1/2026. Confirmed live on the South Jordan Building Department page (re-fetched 2026-07-16), which now lists '2024 International Building Code (IBC), including Appendix J.' Supersedes the 2021 IBC, which this file previously listed as current.
- 2024 International Plumbing Code (IPC) — Utah Code § 15A-2-103(1)(d); CURRENT as of 7/1/2026. Confirmed live on the South Jordan Building Department page (re-fetched 2026-07-16), which now lists '2024 International Plumbing Code (IPC).' Supersedes the 2021 IPC.
- 2024 International Mechanical Code (IMC) — Utah Code § 15A-2-103(1)(e); CURRENT as of 7/1/2026. Confirmed live on the South Jordan Building Department page (re-fetched 2026-07-16), which now lists '2024 International Mechanical Code (IMC).' Supersedes the 2021 IMC.
- 2024 International Fuel Gas Code (IFGC) — Utah Code § 15A-2-103(1)(f); CURRENT as of 7/1/2026. Confirmed live on the South Jordan Building Department page (re-fetched 2026-07-16), which now lists '2024 International Fuel Gas Code (IFGC).' Supersedes the 2021 IFGC.
- 2024 International Existing Building Code (IEBC), subject to HUD and IRC Appendix E — Utah Code § 15A-2-103(1)(i); CURRENT as of 7/1/2026. Confirmed live on the South Jordan Building Department page (re-fetched 2026-07-16), which now lists '2024 International Existing Building Code (subject to HUD and IRC Appendix E).' Supersedes the 2021 IEBC, which this file previously listed as current.
- ICC/ANSI A117.1-2009 — South Jordan Building Department, sjc.utah.gov/266/Building-Department (re-confirmed live 2026-07-16, unchanged)
- Applicable Utah State Amendments — Utah Code Title 15A
- NOTE (2026-07-16 corpus-staleness fix): This file previously stated the 2021 editions of IBC/IPC/IMC/IFGC/IECC/IEBC/ISPSC as current, with a forward-looking NOTE that South Jordan's page 'has not yet been updated.' Re-fetched live 2026-07-16 via browser: South Jordan's Building Department page HAS since been updated by the city to display 2024 IBC/IPC/IMC/IFGC/IEBC/ISPSC verbatim (plus unchanged 2021 IRC and 2023 NEC) — South Jordan is essentially current with the statewide mandate, with the sole exception of its uncorrected residential/commercial IECC split noted above. The International Fire Code (IFC) is not adopted anywhere in Utah Code § 15A-2-103 and is not listed on South Jordan's page either.
Permit types & fees
Residential Building Permit
Required for new residential construction and structural alterations in South Jordan. Separate flat-fee tiers apply for single-family detached and attached homes.
Residential Addition Permit
Required for additions to existing single-family residential structures in South Jordan.
Electrical Permit
Required for electrical work including panel upgrades, new circuits, rewiring, and service changes in South Jordan. Governed by the 2023 National Electrical Code (NEC). EV charger/EVSE installation (e.g., a dedicated 240V circuit) is electrical work and falls under this general Electrical Permit; the FY 2026-2027 Fee Schedule does not publish an EV-specific line item.
Plumbing Permit
Required for plumbing installations, alterations, and repairs including water heaters, re-pipes, and fixture additions in South Jordan. Governed by the 2024 International Plumbing Code (IPC), current as of 7/1/2026 per Utah Code § 15A-2-103(1)(d) (the 2021 IPC governed through 6/30/2026).
Mechanical / HVAC Permit
Required for heating, ventilation, and air conditioning installations, replacements, and ductwork modifications in South Jordan. Governed by the 2024 International Mechanical Code (IMC), current as of 7/1/2026 per Utah Code § 15A-2-103(1)(e) (the 2021 IMC governed through 6/30/2026).
Roofing Permit
Required for roof replacement, re-roofing, and structural roof repairs in South Jordan.
Solar Panel Permit
Required for installation of rooftop or ground-mounted solar photovoltaic systems in South Jordan.
Deck Permit
Required for new deck construction, replacement, or structural modifications to existing decks in South Jordan.
Basement Finish Permit
Required for finishing or remodeling an unfinished basement in South Jordan, including framing, electrical, plumbing, and mechanical work.
Accessory Dwelling Unit (ADU) Permit
Required for construction of accessory dwelling units on single-family residential properties in South Jordan. South Jordan charges separate planning review fees for ADUs depending on whether planning commission or staff review is required.
Fence Permit
Fences in South Jordan must comply with the height limits for the applicable zone. South Jordan does not publish a standalone fence permit fee — a height-compliant fence does not incur a separate fence permit fee, and a fence exceeding the allowed height requires City Council approval via the Fence Height review. Confirm with the Building Department whether a building permit is required for your specific fence (e.g. structural or retaining conditions).
Water Heater Permit
Required for water heater installation, replacement, or conversion in South Jordan. Uses the Appliance permit (PRAP) for like-for-like replacements.
Demolition Permit
Required for partial or complete demolition of structures in South Jordan. Pre-demolition approval from Utah DEQ and Salt Lake County Health Department is required before application.
Swimming Pool Permit
Required for in-ground and above-ground swimming pool installation, hot tubs, and associated barriers in South Jordan. Governed by the residential provisions of the 2024 International Swimming Pool and Spa Code (ISPSC), current as of 7/1/2026 per Utah Code § 15A-2-103(1)(n) (the 2021 ISPSC governed through 6/30/2026).
Retaining Wall Permit
Required for retaining walls over 4 feet in height (measured from bottom of footing to top of wall) in South Jordan.
Shed & Accessory Structure Permit
Required for detached garages, sheds, carports, and other accessory structures in South Jordan. Separate fee schedules apply for detached accessory structures and carports.
Commercial Building Permit
Required for new commercial building construction in South Jordan. Listed as "Building Permit Commercial (PRNR)" in the city's own flat-fee-by-valuation table, distinct from the residential, commercial addition, and commercial tenant improvement tables. A separate "Building Permit Commercial R-2 (PRAC)" table applies to R-2 occupancy (e.g. apartment/multi-family commercial) construction.
Commercial Tenant Improvement / Tenant Finish Permit
Required for tenant improvement (tenant finish) work in existing commercial buildings in South Jordan. Listed as its own "Building Permit Commercial Tenant Improvement (PRCR)" flat-fee-by-valuation table in the city's fee schedule, distinct from and generally cheaper than the new-construction Commercial (PRNR) table. The Building Department page lists dedicated commercial tenant-improvement submittal checklists.
Sign Permit
Required for signs in South Jordan City. South Jordan runs a dual-fee sign permit structure: a Planning Department 'Sign Permit' fee (zoning/design compliance) and a separate valuation-based 'Building Permit Sign (PRSG)' fee (structural/electrical review), confirmed by a direct visual read of the city's FY 2026-2027 Fee Schedule PDF after pdftotext's column extraction badly misaligned the Planning Fees table. Per City Code, no sign requiring a permit may be constructed, reconstructed, remodeled, relocated, or altered without first obtaining the required permits or approvals from the city.
EV Charger / EVSE Permit
South Jordan does not publish a distinct EV-charger/EVSE fee category. Installing electric vehicle charging equipment (a dedicated 240V circuit and, for larger commercial installs, a service/panel change) is electrical work regulated under the city's general Electrical Permit, billed via the Building Permit Electrical Only (PREL) fee on the FY 2026-2027 Fee Schedule. This is confirmed directly by South Jordan's own electrical-permit entry, which explicitly states EV charger/EVSE installation falls under the general Electrical Permit and that the FY 2026-2027 Fee Schedule carries no EV-specific line item.
Fire Sprinkler & Fire Alarm Permit
South Jordan runs fire sprinkler and fire alarm plan review as a single South Jordan Fire Department process, billed under the Fire Department Fees section of the city's fee schedule rather than as its own line item in the Building & Engineering Fees section. It is not a freestanding permit application in CityView — it runs alongside the associated building permit (new commercial construction, commercial tenant improvement, or residential construction) but is reviewed and inspected by the Fire Department, and its own inspection sign-off is required before the Fire Department will approve the Certificate of Occupancy checklist. No distinct 'fire alarm' fee line separate from the sprinkler line was found published; South Jordan does not publish a separate fire-alarm-only fee, so alarm work is treated as part of this same fire-protection review.
Certificate of Occupancy / Change of Use
South Jordan does not publish a standalone 'change of use' permit product under that name. Its own primary-source documents — the 'SJC Certificate of Occupancy Commercial Checklist – New Building' and 'SJC Certificate of Occupancy Commercial Checklist Tenant Improvement Finish' (both fetched and confirmed live 2026-07-22) — establish that the city's actual terminology and process is 'Certificate of Occupancy': a multi-department sign-off checklist that must be completed and signed by authorized personnel before a space (new building or tenant space) may be occupied, presented to the South Jordan City Building Inspector at final inspection. A pure change of use in an existing space (no construction) is handled through this same checklist process plus an updated Business License reflecting the new use, rather than a distinct permit type.

Tips & gotchas
- SEED URL CORRECTED: The registry seed URL (sjc.utah.gov/community-development/building/) returns 404. The correct building department URL is https://www.sjc.utah.gov/266/Building-Department (200 OK, verified 2026-06-30).
- RE-VERIFIED LIVE 2026-07-16: South Jordan's building page, which as of 2026-06-30 still listed 2021 editions, has since been updated by the city to show 2024 IBC/IPC/IMC/IFGC/IEBC/ISPSC (current per Utah Code § 15A-2-103), with IRC remaining 2021 and NEC remaining 2023 — matching the statute. The one uncorrected exception: the city's page still splits IECC into 'Residential provisions of the 2021 IECC' and 'Commercial provisions of the 2024 IECC,' even though the statute adopts a single 2024 IECC edition statewide with no such split — this JSON records the single 2024 edition as governing and flags the city's own page inconsistency rather than propagating it.
- NEC CORRECTED: Old file listed 2020 NEC — South Jordan's building page explicitly lists 2023 NEC.
- South Jordan uses the CityView online portal for all permit applications and inspection scheduling: cityview.southjordanutah.gov/CityViewPortal.
- Work commenced before obtaining a permit is subject to DOUBLE the applicable permit fee per the fee schedule.
- South Jordan's frost depth is 30 inches minimum from bottom of footing to finished grade — stated explicitly in design criteria on the building page.
- Seismic Zone D applies in South Jordan; wind load is 115 mph, Exposure C (per South Jordan design criteria).
- Demolition permits require pre-demolition approval from both Utah DEQ and Salt Lake County Health Department — these approval certificates must be submitted with the application.
- Impact fees (fire, police, water, storm water) are separate from building permit fees — see the Combined City Impact Fee Schedule (Ord. 2024-05) at sjc.utah.gov/DocumentCenter/View/4513/Combined-City-Impact-Fee-Schedule-Updated-102325.
- OMITTED types and recovery: fire sprinkler/alarm (fire dept inspection fees only listed, $50 residential/$135 commercial — not a standalone building permit type; building page references NFPA 13D but fee not in building permit fee schedule); grading/excavation (land disturbance fee listed at $157 but no grading permit in the building permit section); home occupation ($53 new/$25 renewal — business license not a building permit); sign permit (planning fee $286/$105 temp — not a core residential building permit). These were omitted from permit types as they are either fire dept fees, non-building permits, or outside the residential permit scope.
