Codes adopted
Arizona has no statewide building code for non-state buildings; codes are adopted locally. According to the International Code Council, codes are adopted locally in Arizona and are predominantly the I-codes, with different cities and counties choosing their own editions and local amendments. The Arizona State Fire Code (adopting the 2018 IFC) applies only to state and county buildings, public and private schools, and non-residential occupancies in areas without a locally adopted fire code — it does not establish a statewide residential or commercial building code floor. Each city and county adopts its own code editions independently, resulting in different I-Code years and amendment sets across jurisdictions. There is no state-mandated minimum edition; enforcement is entirely local. Always confirm the adopted edition and any local amendments with the specific jurisdiction before submitting plans.
- Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/county authority under state enabling statutes (A.R.S. Title 9). The Town of Florence Town Council adopted its own Technical Codes by reference (Town of Florence Code of Ordinances § 150.300, Exhibit A) and independently administers permitting through its Community Development Department / Building Safety Division; it does not defer to Pinal County for permitting within town limits. - 2018 International Building Code (IBC), including Appendices B, C, and I, adopted by reference (§ 150.300(A)(1)), with Town of Florence amendments. Source: Town of Florence Adopted Building Codes Amendments (Exhibit A), effective per Town Council adoption (document created/effective 2022, current as of this review — no 2024 IBC/ICC-cycle adoption found in effect as of 2026-07-06).
- 2018 International Residential Code (IRC), including Appendices G, H, and P (with Appendices E, H, J, P, and Q separately confirmed adopted at § R102.5 amendment), adopted by reference (§ 150.300(A)(2)), with Town of Florence amendments including amended Climatic and Geographic Design Criteria and a mandatory-cooling requirement. Source: Town of Florence Adopted Building Codes Amendments (Exhibit A).
- 2018 International Mechanical Code (IMC), adopted by reference (§ 150.300(A)(3)), with Town of Florence amendments (guards exception and mandatory cooling-system amendment for 1- and 2-family dwellings). Source: Town of Florence Adopted Building Codes Amendments (Exhibit A).
- International Plumbing Code adopted by reference (§ 150.300(A)(4)); the Town's own codified adoption list states '2018 Edition' at the top-level adoption clause, but the itemized amendment section of the same official document (item 10) separately lists a '2012 Edition' with two specific section amendments (§ 410.3 Substitution; § 903.1 Roof extension) — this is an inconsistency within the Town's own published Exhibit A document, reproduced here verbatim rather than resolved by assumption. Source: Town of Florence Adopted Building Codes Amendments (Exhibit A), §150.300(A)(4) and item 10.
- 2018 International Fuel Gas Code (IFGC), adopted by reference (§ 150.300(A)(5)), with Town of Florence amendments (LPG appliance location restriction, minimum burial depth, test-pressure measurement procedure). Source: Town of Florence Adopted Building Codes Amendments (Exhibit A).
- 2018 International Energy Conservation Code (IECC), adopted by reference (§ 150.300(A)(6)); the Town amended the code by deleting the entire Residential Section and Chapter 11 Energy Efficiency of the 2018 IRC. Source: Town of Florence Adopted Building Codes Amendments (Exhibit A).
- 2018 International Existing Building Code (IEBC), adopted by reference (§ 150.300(A)(7)) in its entirety without revision. Source: Town of Florence Adopted Building Codes Amendments (Exhibit A).
- 2018 International Swimming Pool and Spa Code, adopted by reference (§ 150.300(A)(8)) in its entirety without revision. Source: Town of Florence Adopted Building Codes Amendments (Exhibit A).
- 2018 International Fire Code (IFC), including Appendices B, C, D, E, F, G, and I, adopted by reference (§ 150.300(A)(9)) as the Town's uniform fire code, with extensive Town of Florence amendments (definitions, fire apparatus access roads, fire flow/water supply, alarm/suppression system requirements, open burning). Source: Town of Florence Adopted Building Codes Amendments (Exhibit A).
- International Property Maintenance Code, 2018 Edition, adopted by reference (§ 150.300(A)(10)) in its entirety without revision. Source: Town of Florence Adopted Building Codes Amendments (Exhibit A).
- National Electrical Code (NEC) — the Town's top-level codified adoption clause (§ 150.300(A)(11)) states '2017 Edition,' but the itemized amendment section of the same official document (item 17) separately states 'National Electrical Code, 2018 Edition' when adding a new performance-testing subsection (Article 230.11) for 1,000-amp-or-larger service equipment. This is an inconsistency within the Town's own published document, reproduced here verbatim rather than resolved by assumption; both editions are cited directly from the Town's Adopted Building Codes Amendments (Exhibit A) as published.
- ICC A117.1 Accessible and Usable Buildings and Facilities Code, 2010 Edition Standards, adopted by reference (§ 150.300(A)(12)) in its entirety without revision. Source: Town of Florence Adopted Building Codes Amendments (Exhibit A).
- Manufactured homes and park models are regulated directly by the State of Arizona (Office of Manufactured Housing, A.R.S. § 41-4001 et seq.) for construction/installation standards; the Town issues a separate Manufactured Home Set permit ($450, per the most current Office of Manufactured Housing Intergovernmental Agreement) and a Park Model Placement permit ($450) for on-site placement. Permit types & fees
Residential Building Permit (New Construction — SFR)
Required for new single-family residential (SFR) construction in the Town of Florence, reviewed against the 2018 IRC and Town of Florence amendments. The Town's Building Permit Application distinguishes 'New Build / SFR - Standard Plan' from 'New Build / SFR - Non-Standard Plan' and 'New Build / MFR (Multi-Family Residential).' Applications are submitted via the SmartGov online Residential Permitting Portal or in person/email for commercial-track submittals.
Residential Addition / Remodel / Accessory Structure Permit
Required for room additions, non-cosmetic remodels, and residential accessory structures (over the 200 sq ft/10 ft wall-height permit-exempt threshold) in Florence, reviewed against the 2018 IRC as adopted and amended by the Town.
Electrical Permit
Required for electrical installation, alteration, or repair work in Florence, using the Town's combined MPEW (Mechanical/Plumbing/Electrical/Walls-fences) and Inspection Permit Application. Governed by the National Electrical Code as adopted by the Town (the Town's own published Exhibit A document states both 2017 (§ 150.300 top-level clause) and 2018 (item 17 amendment) editions — see codesAdopted note).
Plumbing Permit
Required for plumbing installation, alteration, or repair work in Florence, using the Town's combined MPEW Permit Application. The Town's own published code-adoption document shows an internal inconsistency on IPC edition (see codesAdopted note): the top-level adoption clause states 2018 IPC while the itemized amendment section separately references a 2012-edition section numbering for two specific amendments.
Mechanical / HVAC Permit
Required for heating, ventilation, and air conditioning installations in Florence, governed by the 2018 International Mechanical Code (IMC) as adopted and amended by the Town of Florence. Because the Town mandates cooling capable of 80°F max (IMC § 309.1 amendment), AC/HVAC permits are a common permit type using the combined MPEW Permit Application.
Re-Roofing Permit
Required for most re-roofing work in Florence, using the Town's Building Permit Application ('Roofing' checkbox under Commercial; residential re-roofs are also permitted). Governed by the 2018 IBC/IRC roofing provisions as adopted and amended by the Town.
Residential Solar Photovoltaic (PV) System Permit
Required for installation of rooftop or ground-mount residential solar photovoltaic systems in Florence. Governed by the Town's dedicated Photovoltaic-PV System (Solar) Installation Application (Rev 9.11.25) and the statewide solar-permitting standards of A.R.S. § 9-468, which caps required documentation and fees and restricts engineering-stamp requirements for residential PV.
Demolition Permit
Required for demolition of any residential or commercial structure in Florence. Uses the Building Permit Application ('Demolition' checkbox) with distinct flat fees for residential versus commercial demolitions.
Manufactured Home / Park Model Placement Permit
Required for placement (set) of a manufactured home or park model on a lot in Florence, using the Town's dedicated Manufactured Home Permit Application. Construction/installation standards for the unit itself are regulated by the State of Arizona Office of Manufactured Housing; the Town's permit covers on-site placement, foundation/tie-down, and site compliance.
Swimming Pool / Spa Permit
Required for in-ground and above-ground swimming pools and spas in Florence, governed by the 2018 International Swimming Pool and Spa Code as adopted by the Town (in its entirety, without revision).
EV Charger / Electric Vehicle Charging Station Permit
Florence has no dedicated EV charger permit — installation of an electric vehicle charging station (Level 1/2 EVSE) is electrical work and is processed under the same combined MPEW (Mechanical/Plumbing/Electrical/Walls-fences) and Inspection Permit Application used for the electrical-permit entry, billed at the Town's flat Utility Permit fee (Electrical category). No distinct EV-specific fee line was found in the Town's Fee Schedule. Re-chased 2026-07-20: directly downloaded and text-extracted the live Fee Schedule PDF, confirming the $75.00 residential / $300.00 commercial Utility Permit (Electrical) fee figures are still current.
Commercial Sign Permit
Required for permanent commercial/business signage in Florence (wall, monument, projecting, suspended, and awning/canopy signs), applied for on the Town's Building Permit Application ('Sign' checkbox under the COMMERCIAL permit-type section). Signs proposed within the Florence Townsite Historic District carry an additional Historic District Advisory Commission (HDAC) Certificate of Appropriateness / Design Review requirement on top of the standard building permit, governed by Chapter 6 (Design Guidelines for Signs) of the Town's Historic Preservation Design Guidelines.
Fire Sprinkler System Permit
Required for installation of new automatic fire sprinkler systems, sprinkler system modifications/tenant improvements, and fire sprinkler monitoring systems in Florence. Reviewed and inspected directly by the Town's own Florence Fire/Medical Department (520-868-7609) — Florence maintains its own fire department and does not defer fire construction plan review to Pinal County. Uses a dedicated Fire Sprinkler Permit Application (2025) distinct from the Fire Alarm Permit Application, with its own tiered fee structure.
Fire Alarm System Permit
Required for installation of new fire alarm systems, fire alarm system modifications/tenant improvements, and dedicated-function fire sprinkler monitoring FACUs in Florence. Reviewed and inspected directly by the Town's own Florence Fire/Medical Department (520-868-7609) — Florence maintains its own fire department and does not defer fire construction plan review to Pinal County. Uses a dedicated Fire Alarm Permit Application (2025), a distinct product/form from the Fire Sprinkler Permit with its own fee tiers.
Change of Occupancy Permit
Florence's real local equivalent of a 'change of use' permit: the Town's Building Permit Application lists 'Change of Occupancy' as its own distinct checkbox — separate from 'Certificate of Occupancy' — under BOTH the RESIDENTIAL and COMMERCIAL permit-type sections, with dedicated Existing Use / New Use fields on the application itself. It is not a standalone application form; it is a scope selected on the same Building Permit Application used for new construction, additions, and remodels.

Tips & gotchas
- Arizona has no statewide mandatory building code — the Town of Florence independently adopts and amends its own Technical Codes (Code of Ordinances § 150.300) and runs its own Community Development Department / Building Safety Division; it does not defer to Pinal County for permitting within town limits.
- The Town of Florence's current adopted code set is the 2018 ICC code suite (IBC, IRC, IMC, IPC, IFGC, IECC, IEBC, International Swimming Pool and Spa Code, IFC, International Property Maintenance Code) plus ICC A117.1 2010 Accessibility Standards — there is no evidence of a 2024-cycle ICC code adoption in effect as of 2026-07-06, notwithstanding a 2025 Community Development report referencing preparation for '2024 Code Adoption.'
- The Town's own published Adopted Building Codes Amendments document (Exhibit A) contains two internal edition inconsistencies reproduced verbatim in this file rather than silently resolved: (1) IPC is listed as '2018 Edition' in the top-level adoption clause but a '2012 Edition' in the itemized amendment section for two specific sections; (2) NEC is listed as '2017 Edition' in the top-level adoption clause but '2018 Edition' in the itemized amendment section (Article 230.11 addition). Verify directly with the Building Official (Kevin Wall, 520-868-7556) which edition governs a specific active project.
- Florence mandates cooling capable of maintaining 80°F max at 3 feet above the floor in all habitable rooms/guest rooms (IRC § R303.10 and IMC § 309.1 amendments) — evaporative cooling alone should be checked against this standard.
- Florence does NOT mandate residential automatic fire sprinklers — IRC §§ R309.5 and R313 are both deleted, with an explicit cross-reference to A.R.S. § 9-807 (the state law limiting municipal fire-sprinkler mandates).
- Climatic/geographic design criteria: 115 mph wind (Exposure C, 3-second gust), Seismic Design Category B, 32°F winter design temperature, 12-inch frost line depth, moderate-to-heavy termite potential, no ground snow load.
- Town of Florence transitioned to a four-day workweek effective January 5, 2026: Monday-Thursday, 7:00 a.m.-5:00 p.m., closed Fridays.
- The Town's Submittal Review Timelines document sets a 10-business-day Administrative (completeness) Review that runs IN ADDITION to the formal plan review timeframes — always add 10 days to the formal-review figures for a realistic first-submittal timeline.
- Right-of-Way Non-Utility items (re-roof, Certificate of Occupancy inspections, utility clearance, combining parcels, irrigation, some gas lines) are processed over the counter with no formal review when complete — but default to a 10-business-day (1st/2nd)/5-day (subsequent) track if submitted by email rather than in person/portal, per the Town's own timeline document footnote.
- Building permit exemption is narrow: only one-story detached accessory structures (tool/storage sheds, playhouses, similar) up to 200 sq ft floor area and 10 ft max wall height are exempt, per the Town's current codified IBC § 105.2 amendment — a separate, Town-flagged-as-archived informational web page cites an outdated 120 sq ft threshold that should NOT be relied on.
- Arizona's solar-specific statute (A.R.S. § 9-468) applies statewide and limits what the Town can require for residential PV permits (no mandatory engineer's stamp without written justification, capped documentation requirements, fees capped at actual issuance cost) — cite this statute if the Town's practice appears to exceed it.
- Manufactured home placement fees ($450) are explicitly tied to 'the most current Office of Manufactured Housing Intergovernmental Agreement' — a state-level agreement that should be reconfirmed for currency beyond this fee schedule's January 2025 revision date.
- The Fee Schedule document itself has two revision dates on its cover: 'Effective Date: March 01, 2024' base document with 'Revision 01/15/2025' — Section 2 (Building Safety, Vertical Construction) fee tables carry a 'Revision 10/01/2024' footer specifically, all consistent with the PDF's file metadata (created 2025-01-16).
