Golden is a home-rule city whose own Building Department issues all commercial permits — there is no separate commercial application track or fee schedule; commercial projects run through the same Accela-based Online Permitting Portal and the same valuation-based Building Permit Fee Table as residential work, but under distinct, City-published commercial plan-review categories (20-30 working days for new commercial/multi-family, 10-20 for commercial/multi-family additions). When you need this permit
- Plans must comply with the 2024 IBC, IECC, IFC, IFGC, IEBC, IMC, and IPC and the 2023 NEC as adopted by the City (Building Permit Process page adopted-codes list)
- Must meet Golden's Structural Design Criteria: Ground Snow Load Pg 69/76/83 psf by Risk Category II/III/IV, minimum 30 psf flat roof snow load, Wind Load Vult 150/157/164 mph by Risk Category (Exposure C), 36-inch minimum frost depth
- Valuation = cost of labor and materials; the permit fee at issuance includes prepayment of the City's 3% building-materials use tax (calculated as 1.5% of total valuation)
- All licensed contractors performing work must be identified on the building permit BEFORE issuance, and each must hold a current City of Golden Contractor License (Municipal Code Chapter 15.01) in addition to any state DORA trade license — building permits are inclusive of all trades Contractor
- Fire protection systems (fire sprinkler, fire alarm, kitchen hood suppression, paint booth suppression) require separate permits through the Golden Fire Department Fire & Life Safety Division, submitted via the same online portal (permits.cityofgolden.net); GFD submittals must include code references, professional stamps, material data sheets, and a construction safety plan per IFC 3303
- Fire sprinkler systems must be designed by a NICET III (or higher) designer and installed by a state-registered fire suppression contractor; fire alarm plans must be designed/stamped by a minimum NICET III certified designer, fire protection engineer, or factory-authorized designer
- If the property is within Golden's designated Wildland-Urban Interface (WUI) area, the Golden Wildfire Resiliency Code (Chapter 15.80) also applies to new construction; enforcement begins June 10, 2026
- Confirm the parcel is actually inside Golden city limits before applying — the Accela portal has geofenced address validation and will not accept an address outside the City's jurisdiction (use the Jefferson County address lookup if unsure)

Tips
- Golden publishes no separate industrial permitting track — even large industrial facilities (the Coors brewery complex and CoorsTek sit in/adjacent to Golden) run through the same City of Golden commercial building permit process, with fire/life-safety systems (paint booths, suppression, hazardous-material submittals) permitted separately through the Golden Fire Department; confirm jurisdiction first, since parts of the Coors valley area lie outside city limits in unincorporated Jefferson County.
- Budget two parallel review tracks: Building Division plan review (20-30 working-day goal for new commercial) and Golden Fire Department fire/life-safety review (3-4 week goal, initial review only — resubmittals take additional time).
- GFD submittals missing code references, professional stamps, material data sheets, or the IFC 3303 construction safety plan are 'returned immediately for resubmission' — assemble the fire package completely before submitting.
- The City's only published fee schedule is still dated Effective 05/01/11 — confirm with the Building Department ((303) 384-8151) that no newer schedule supersedes it before quoting fees to a client.
- Larger commercial projects may be routed to outside plan-review consultants at actual cost (Fee Table item 9) — this is on top of the 65% plan review fee framework, so ask up front how your project will be reviewed.
- A Temporary Certificate of Occupancy is available for $100 if you need phased occupancy before all work is complete.
