Codes adopted
Colorado has no statewide-mandated building code edition. Under the Colorado Constitution's home-rule provisions (art. XX, home rule for municipalities since 1902; home rule for counties since 1970), building codes and zoning are an enumerated home-rule charter power, so cities and counties adopt and amend their own construction codes independently — predominantly the I-Codes, with editions and local amendments varying by jurisdiction. The one statewide floor is for energy: HB22-1362 (2022) created the Energy Code Board (jointly appointed by the Colorado Energy Office and the Department of Local Affairs) and requires that, on or after July 1, 2023 and before July 1, 2026, any municipality or county that adopts or updates a building code must adopt and enforce an energy code achieving performance equivalent to or better than the 2021 IECC together with the board's Model Electric Ready and Solar Ready Code (which includes electric-ready, EV-ready, and solar-ready provisions); from July 1, 2026 onward the floor shifts to the board's Model Low Energy and Carbon Code or an equivalent. Electrical and plumbing permitting defaults to the Colorado State Electrical Board and State Plumbing Board (within DORA's Division of Professions and Occupations) — the state issues permits and inspects statewide except in counties/jurisdictions that operate their own certified Electrical or Plumbing Inspection Program, in which case the local program has authority instead. Tips & gotchas
- Kersey is a statutory (non-home-rule) Weld County town that contracts ALL building inspection and plan review services to SAFEbuilt Colorado (Windsor Office, 970-686-7511) — the Town itself only handles permit intake/payment administration (Community Core portal) and Planning Department land-use review; do not expect an in-house Town building inspector.
- The apparent code-currency conflict between Kersey's static 'Current Building Regulations' page and the SAFEbuilt homeowner guides is settled by a dated primary source: Municode (library.municode.com/co/kersey) confirms Ordinance No. 2025-0010 (adopted 9/9/2025) adopted the 2024 editions of IBC, IRC, IFGC, IPC, IMC, IEBC, IPMC, and ISPSC by reference Town-wide — matching the SAFEbuilt guides. The ordinance is listed as 'adopted, not yet codified,' so Chapter 18's individual article sections online still display their pre-2025-0010 text (2018 editions, 2012 IECC) pending Municode's next supplement; this is a normal codification-lag artifact, not a genuine ambiguity. One real exception: Ordinance No. 2025-0010 does NOT include the International Fire Code, so Article X (Fire Code) remains the 2018 edition per the separately-adopted Ordinance No. 2021-0001.

- Demolition work IS technically covered by the adopted IBC's own Chapter 33 ('Demolition' provisions, Section 3303), since Kersey adopts the IBC 'chapters 1 through 33 inclusive' by reference — but the Town/SAFEbuilt publish no local demolition-specific checklist, fee, or process; contact Town Hall or SAFEbuilt directly for the actual current fee and submittal requirements.
