Codes adopted
Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.
- 2021 International Residential Code (IRC), including amendments to the 2021 Residential Energy Code and Appendix AE & AQ — Herriman City Building Codes and Design Criteria (herriman.gov/building-codes-design-criteria, live-checked 2026-07-16); REMAINS CURRENT, Utah Code § 15A-2-103(1)(b) did NOT change this edition in the 7/1/2026 amendment. CORRECTION (2026-07-16): a prior version of this entry read 'Appendix E & Q' — the city's page actually reads 'Appendix AE & AQ,' which correctly maps to Appendix AQ (§ 15A-2-103(1)(c)) and, subject to § 15A-2-104(1), Appendix AE (§ 15A-2-103(1)(k)); corrected to match the source verbatim.
- Residential provisions of the 2024 International Swimming Pool & Spa Code (ISPSC) — CURRENT statewide as of 7/1/2026 per Utah Code § 15A-2-103(1)(n), superseding the 2021 ISPSC. Herriman's Building Codes and Design Criteria page still lists 'Residential provisions of the 2021 International Swimming Pool & Spa Code (ISPSC)' verbatim — live-checked 2026-07-16, confirming this one item lags. The statute controls.
- 2024 International Energy Conservation Code (IECC), single unsplit statewide edition — CURRENT as of 7/1/2026 per Utah Code § 15A-2-103(1)(h) (no residential/commercial split under current law). Herriman's own page (live-checked 2026-07-16) already lists '2024 Commercial IECC' for the commercial side, but for residential energy it instead cites 'Amendments to the 2021 Residential Energy Code' rather than the unified 2024 IECC — that residential-specific citation is superseded by the single 2024 IECC under current law; preserved as history in the HISTORY entry below.
- HISTORY (superseded 7/1/2026, but still shown on Herriman's own page as of live-check 2026-07-16): 'Amendments to the 2021 Residential Energy Code' — Herriman City Building Codes and Design Criteria; no longer has independent authority for residential energy provisions now that Utah Code § 15A-2-103(1)(h) applies a single unsplit 2024 IECC to both residential and commercial construction statewide.
- 2023 National Electrical Code (NEC) — Herriman City Building Codes and Design Criteria (live-checked 2026-07-16, unchanged); also Utah Code § 15A-2-103(1)(g); REMAINS CURRENT, UNCHANGED by the 7/1/2026 amendment
- 2024 International Building Code (IBC), including Appendix C & J — Herriman City Building Codes and Design Criteria, live-checked 2026-07-16: the city's own page is ALREADY CURRENT, verbatim listing '2024 International Building Code (IBC), including Appendix C & J,' matching Utah Code § 15A-2-103(1)(a) effective 7/1/2026. This file's prior codesAdopted entry (2021 IBC) was the stale one.
- 2024 International Plumbing Code (IPC) — Herriman City Building Codes and Design Criteria, live-checked 2026-07-16: the city's own page is ALREADY CURRENT, matching Utah Code § 15A-2-103(1)(d). This file's prior codesAdopted entry (2021 IPC) was the stale one.
- 2024 International Mechanical Code (IMC) — Herriman City Building Codes and Design Criteria, live-checked 2026-07-16: the city's own page is ALREADY CURRENT, matching Utah Code § 15A-2-103(1)(e). This file's prior codesAdopted entry (2021 IMC) was the stale one.
- 2024 International Fuel Gas Code (IFGC) — Herriman City Building Codes and Design Criteria, live-checked 2026-07-16: the city's own page is ALREADY CURRENT, matching Utah Code § 15A-2-103(1)(f). This file's prior codesAdopted entry (2021 IFGC) was the stale one.
- 2024 International Fire Code (IFC) — Herriman City Building Codes and Design Criteria, live-checked 2026-07-16 (the city's own page now reads '2024 International Fire Code (IFC),' up from the 2021 edition in this file's prior entry). NOTE: the IFC is NOT among the codes adopted by Utah Code § 15A-2-103 (Title 15A Chapter 2, State Construction Code) — Utah's Fire Code is separately adopted under Title 15A Chapter 5, State Fire Code Act; the city's own edition choice is left as published, no statutory edition change applies via § 15A-2-103.
- Commercial provisions of the 2024 International Energy Conservation Code — Herriman City Building Codes and Design Criteria, live-checked 2026-07-16 (already updated from the 2021 edition in this file's prior entry); collapses into the single unsplit 2024 IECC entry above per Utah Code § 15A-2-103(1)(h), which no longer distinguishes residential/commercial editions.
- 2024 International Existing Building Code (subject to HUD & IRC Appendix E) — Herriman City Building Codes and Design Criteria, live-checked 2026-07-16: the city's own page is ALREADY CURRENT, matching Utah Code § 15A-2-103(1)(i). This file's prior codesAdopted entry (2021 IEBC) was the stale one.
- Modular Building Institute (MBI) Standards 1200 and 1205 — statewide per Utah Code § 15A-2-103(1)(o); not listed on Herriman's own Building Codes and Design Criteria page (live-checked 2026-07-16), added here per statute.
- ICC/ANSI A117.1-2009 and A117.1-2017 — Herriman City Building Codes and Design Criteria
- Applicable Utah State Amendments — Utah Code Title 15A
- NOTE (2026-07-16 re-verification): Utah Code § 15A-2-103, version effective 7/1/2026 (superseded 1/1/2027), took effect 15 days before this re-verification. IBC/IPC/IMC/IFGC/IECC/IEBC/residential ISPSC are now 2024 statewide; IRC (2021) and NEC (2023) did NOT change. Herriman's Building Codes and Design Criteria page (herriman.gov/building-codes-design-criteria) was live-checked 2026-07-16 via real-browser navigation. UNLIKE most sibling cities checked in this pass, Herriman's page is ALREADY CURRENT for IBC/IPC/IMC/IFGC/IEBC/commercial-IECC (all show 2024) — this file's PRIOR codesAdopted data (2021 for all of these) was the stale one, not the city. The only genuine city-side lag found: the ISPSC residential-provisions citation still reads 2021 (should be 2024), and the residential-energy citation still points to 'Amendments to the 2021 Residential Energy Code' rather than the unified 2024 IECC that now governs both residential and commercial per § 15A-2-103(1)(h). IRC and NEC editions are correct on both the statute and the city's page.
Permit types & fees
Residential Building Permit
Required for new single-family dwellings, structural additions, and structural alterations in Herriman. Fees are valuation-based per the Herriman Master Fee Schedule effective July 1, 2026.
Electrical Permit
Required for electrical work in Herriman including new circuits, panel upgrades, service changes, and new construction wiring. Governed by the 2023 National Electrical Code (NEC) as listed on Herriman's Building Codes page. EV charger/EVSE installation is electrical work and falls under this general Electrical Permit; the Herriman Master Fee Schedule does not publish a separate EV-specific fee line item.
EV Charger / EVSE Permit
Herriman does not publish a distinct EV charger/EVSE fee line item — installing an electric vehicle charger is billed and processed as standard electrical work under the general Electrical Permit. Herriman's own Electrical/Mechanical/Plumbing page explicitly lists 'installing new electrical for an electric vehicle charger' as a project type requiring this permit and a submitted one-line diagram, confirming the billing pathway directly.
Plumbing Permit
Required for plumbing installations, alterations, and repairs in Herriman including water heaters, fixture additions, and gas line work. Governed by the 2024 International Plumbing Code (IPC) and 2024 International Fuel Gas Code (IFGC) per Utah Code § 15A-2-103(1)(d) and (1)(f), which superseded the 2021 editions statewide on July 1, 2026.
Mechanical / HVAC Permit
Required for heating, ventilation, and air conditioning installations, replacements, and ductwork modifications in Herriman. Governed by the 2024 International Mechanical Code (IMC) and 2024 International Fuel Gas Code (IFGC) per Utah Code § 15A-2-103(1)(e) and (1)(f), which superseded the 2021 editions statewide on July 1, 2026.
Roofing Permit
Required for re-roofing in Herriman when triggering conditions are met per Herriman's Building FAQs, and for all roof conversions. The re-roof permit fee is a flat $118.
Solar Panel Permit
Required for installation of rooftop or ground-mounted solar photovoltaic systems and battery storage in Herriman. The permit fee is a flat residential solar fee per the Master Fee Schedule.
Deck Permit
Required for new deck construction or structural modification of existing decks in Herriman. The fee schedule lists separate flat fees for open decks ($139) and covered decks ($222).
Basement Finish Permit
Required for finishing or remodeling an unfinished basement in Herriman, including framing, electrical, plumbing, and mechanical work. The building permit fee uses the 'All Other' valuation-based Category B table in the Master Fee Schedule (Basement listed explicitly).
Fence Permit
Required for fence installation in Herriman. The permit fee is a flat $77 per the Herriman Master Fee Schedule, plus a $48 plan review fee.
Demolition Permit
Required for partial or complete demolition of structures in Herriman, including utility disconnection coordination and any required asbestos surveys. The flat fee is $77 per the Master Fee Schedule.
Swimming Pool Permit
Required for in-ground and above-ground swimming pool installation, hot tubs, and associated barriers in Herriman. Governed by the residential provisions of the 2021 International Swimming Pool & Spa Code (ISPSC). Flat fee is $298.
Water Heater Permit
Required for water heater installation or replacement in Herriman. Pulled as a plumbing permit; Herriman's fee schedule does not list a separate water heater line item — the applicable fee is the residential plumbing permit flat fee of $100.
Commercial Building Permit
Required for new non-residential (commercial) building construction in Herriman. Herriman's Master Fee Schedule publishes a dedicated "Building Permit - Non-Residential Buildings (A)" valuation table, separate from the single-family and multi-family residential tables. Plan review is 65% of the building permit fee, and a 1% state surcharge applies to the combined building, electrical, plumbing, and mechanical permit fees, same as residential.
Commercial Tenant Improvement / Tenant Finish Permit
Required for tenant improvement (tenant finish) work in existing commercial buildings in Herriman. Herriman's Master Fee Schedule explicitly groups "Tenant Improvement" under its "Building Permit - All Other (B) (Addition, Basement, Non-Buildings, Remodel, Tenant Improvement, I-ADUs, etc.)" valuation table, which is separate from and generally lower than both the new-construction Non-Residential table and the Category (A) tables. Plan review for tenant finish carries its own minimum: $183 or up to 65% of the building permit fee, whichever governs.
Sign Permit
Required for installation of a monument sign or building (wall) sign in Herriman, whether or not the sign uses electricity. If installing more than one sign at the same project, only one permit is required. Temporary signs (banners) are handled separately by the Planning Department, not through this building permit.
Fire Sprinkler System Permit
Fire protection system permitting in Herriman is handled by Unified Fire Authority (UFA), a special fire district separate from the Herriman City Building Department. Herriman City is listed among UFA's member communities. UFA requires a permit for installation or modification of any automatic fire sprinkler system, plus mandatory third-party peer review of the design (except for minor work below specific device-count thresholds). UFA itself charges no permit fee for this — confirmed against UFA's own FY26/27 Adopted Budget, which itemizes the Fire Prevention division's entire fee revenue as Hazardous Materials & Tank Permits, Firewatch Reimbursements, and Fireworks Permits only. The applicant instead pays a privately-set fee directly to one of UFA's approved third-party peer-review firms.
Fire Alarm and Detection System Permit
Fire alarm system permitting in Herriman is handled by Unified Fire Authority (UFA), separate from the Herriman City Building Department. UFA requires a plan submittal and permit for all new commercial fire alarm installations and for additions or modifications to existing systems, with mandatory third-party peer review for systems where more than five horns/strobes are added or relocated.
Change of Use Permit
Herriman's Master Fee Schedule publishes a dedicated "Change of Use" line item ($175 per application) under Planning Fees, in the same Conditional Use fee group as Site Plan Review and Conditional Use Amendment. This is a Planning Department zoning-compliance review triggered when the use classification of an existing building or parcel changes (e.g., retail to restaurant, office to daycare) — separate from both the Building Department's Commercial Tenant Improvement permit (required only if physical construction accompanies the use change) and the annual Business License (required for the new business itself). Herriman's own zoning code (HCC 10-5-11(H), Site Plan Amendments) references "change of use" in the context of the Community Development Director confirming a proposed change of use is consistent with uses permitted on the site before allowing site plan alterations.

Tips & gotchas
- Herriman's Master Fee Schedule is effective July 1, 2026 — all fees in this record are from that document.
- The adopted NEC in Herriman is 2023 (per the building codes page) — old sources citing 2020 NEC are stale.
- Herriman charges a State Surcharge of 1% of all combined permit fees (building + electrical + plumbing + mechanical) — factor this into total permit cost estimates.
- The re-inspection fee in Herriman is $265 — among the higher fees in Salt Lake County; ensure work is ready before scheduling inspections.
- Call before 4:00 PM to request an inspection for the next business day — inspections are done Monday through Friday, 8:00 AM – 4:30 PM per the FAQs.
- Herriman design criteria: frost depth minimum 30 inches from bottom of footing to finished grade (or 36 inches from bottom of footing to top of slab/foundation wall); seismic zone D; wind load 115 mph Exposure C.
