Codes adopted
Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.
- 2024 International Building Code (IBC) — per Murray's own 'Notice of Building Code Adoption' (effective July 1, 2026) on the Building Division page; Utah Code § 15A-2-103(1)(a); superseded the 2021 IBC that had been in effect since July 1, 2023
- 2021 International Residential Code (IRC) — Murray's Building Division page (Notice of Building Code Adoption, eff. 7/1/2026) states the IRC 'will remain 2021'; Utah Code § 15A-2-103(1)(b); unchanged by the 7/1/2026 code cycle
- 2024 International Plumbing Code (IPC) — per Murray's Notice of Building Code Adoption (effective July 1, 2026); Utah Code § 15A-2-103(1)(d); superseded the 2021 IPC that had been in effect since July 1, 2023
- 2024 International Mechanical Code (IMC) — per Murray's Notice of Building Code Adoption (effective July 1, 2026); Utah Code § 15A-2-103(1)(e); superseded the 2021 IMC that had been in effect since July 1, 2023
- 2024 International Fuel Gas Code (IFGC) — Utah Code § 15A-2-103(1)(f); effective 2026-07-01, superseded the 2021 edition. NOTE: Murray's own city notice does not separately enumerate the IFGC (it lists IBC, IPC, IMC, IEBC, IECC, and NEC only) — this entry is sourced directly from the statute, which applies statewide regardless of whether a given city's own notice names it.
- 2024 International Existing Building Code (IEBC) — per Murray's Notice of Building Code Adoption (effective July 1, 2026); Utah Code § 15A-2-103(1)(i); superseded the 2021 IEBC that had been in effect since July 1, 2023
- 2024 International Energy Conservation Code (IECC), as amended by the State of Utah — per Murray's Notice of Building Code Adoption (effective July 1, 2026); Utah Code § 15A-2-103(1)(h); superseded the 2021 IECC that had been in effect since July 1, 2023
- 2024 International Swimming Pool and Spa Code (ISPSC), residential provisions — Utah Code § 15A-2-103(1)(n); effective 2026-07-01, superseded the 2021 edition. NOTE: Murray's own city notice does not separately enumerate the ISPSC — this entry is sourced directly from the statute, which applies statewide regardless of whether a given city's own notice names it.
- 2023 National Electrical Code (NEC) — per Murray City Building Division page, adopted and unchanged by the July 1, 2026 update; Utah Code § 15A-2-103(1)(g)
- NOTE (verified 2026-07-16): Confirmed directly against Murray's own live 'Notice of Building Code Adoption' banner (murray.utah.gov/167/Building-Division, effective date July 1, 2026), which lists the 2024 IBC, IPC, IMC, IEBC, and IECC (Utah-amended), the 2023 NEC, and states the IRC 'will remain 2021.' Also confirmed directly against Utah Code § 15A-2-103 (version effective 7/1/2026, superseded 1/1/2027) at le.utah.gov. CAUTION: the same Murray page also retains an older, unremoved 'Overview' paragraph further down stating 'As of July 1st 2023, the state of Utah has adopted the 2021 I Codes and the 2023 NEC' — that leftover sentence is stale and contradicts the page's own current banner; see tipsAndGotchas for this discrepancy.
Permit types & fees
Residential Building Permit
Required for new single-family and two-family residential construction and any work regulated by the adopted 2021 IRC / 2024 IBC. Murray's fee schedule uses its own valuation-based table (distinct from Provo's 1997 UBC chart) with a February 2026 ICC Building Valuation Data square-foot construction cost table.
Residential Addition / Remodel Permit (incl. Basement Finish)
Required for residential additions, remodels, and basement finishes in Murray. The official fee sheet lists a distinct discounted rate for Basement Finish: valuation-based fee plus a 50% plan review surcharge (lower than the 65% commercial/general residential plan-review rate).
Electrical Permit
Required for electrical work in Murray, including service upgrades. Any change to service within the Murray City Power service area requires separate Murray Power approval in addition to the city building permit.
Plumbing Permit
Required for plumbing installations and alterations in Murray. Murray's fee sheet lists a flat $100 residential plumbing fee, distinct from Provo's per-fixture structure.
Mechanical / HVAC Permit
Required for HVAC installations, replacements, and ductwork modifications in Murray. Flat $100 residential fee per the official fee sheet.
Roofing / Re-Roof Permit
Required for roof replacement and re-roofing in Murray. Murray publishes a distinct flat residential re-roof fee (separate from its general valuation-based building permit fee), with an added charge if new sheathing is installed.
Solar Panel (PV) Permit
Required for residential rooftop solar photovoltaic installations in Murray. Murray City Power (the municipal electric utility) requires a separate Net Metering Interconnection & Service Agreement in addition to the city building permit — this is a two-track process fully documented in Murray's own Residential Solar Panel Plan Submittal Requirements (rev. 09/24/2025) and Murray City Power Net Metering Checklist.
Commercial Building Permit
Required for new commercial construction in Murray, regulated by the 2024 International Building Code (per Murray's own 'Notice of Building Code Adoption,' effective July 1, 2026; Utah Code § 15A-2-103(1)(a)). Murray's official Building Permit Fees table is titled 'Building Permit Fees, Commercial/Residential' — the same ICC-Building-Valuation-Data-based schedule used for the Residential Building Permit applies to commercial construction, using the February 2026 ICC Building Valuation Data Square Foot Construction Costs table for the applicable occupancy/construction type.
Commercial Tenant Improvement / Tenant Finish Permit
Required for tenant improvement and tenant finish work in existing commercial buildings in Murray, per the city's own published Commercial Tenant Improvement checklist. Valuation for tenant finish work can be computed using the ICC Building Valuation Data February 2026 supplemental rate for occupancy classification M (Mercantile) 'Mall Tenant Finish' — $65.55 per square foot — run through the same 'Building Permit Fees, Commercial/Residential' valuation table used for new commercial construction.
EV Charger / EVSE Permit
Murray City publishes a distinct "EV Chargers" line item in its Building Permit Fee Sheet, separate from the flat $100 Electrical/Service Upgrade fee, for installing electric vehicle charging equipment (EVSE) at residential and commercial properties.
Sign Permit
Murray issues sign permits as a commercial building permit line item — Attached Signs and Pole Signs each have their own valuation-based fee structure on the city's Building Permit Fee sheet, separate from other commercial permit types.
Fire Sprinkler System Permit
Murray operates its own independent municipal Fire Department (not the Unified Fire Authority) — new fire sprinkler system installations and additions/modifications to existing systems require a distinct plan submittal and permit from the Murray City Fire Marshals Office, per the department's own 'Fire Suppression System Submittal' requirements and 'Fire and Life Safety Fee Schedule,' separate from the Building Division's trade-permit fee sheet.
Fire Alarm and Detection System Permit
Murray operates its own independent municipal Fire Department (not the Unified Fire Authority) — new commercial fire alarm system installations and additions/modifications to existing systems require a distinct plan submittal and permit from the Murray City Fire Marshals Office, per the department's own 'Fire Alarm and Detection System Submittal' requirements and 'Fire and Life Safety Fee Schedule,' separate from the Building Division's trade-permit fee sheet.
Change of Occupancy / Change of Use Permit
Murray City's official 'Change of Occupancy' policy implements the International Existing Building Code's change-of-use provisions and IBC 2021 Section 111 (no change of occupancy or re-occupancy without a Certificate of Occupancy issued by the building official). Murray does not publish a distinct standalone fee for a change of occupancy itself — the underlying Building Permit Fees valuation-based table already documented in this jurisdiction's Commercial Building Permit and Commercial Tenant Improvement entries governs any upgrade work the change of use triggers, since a change of occupancy cannot be completed without a building permit for the associated work.

Tips & gotchas
- Murray City Building Division is open Mon–Fri 8:00 AM–5:00 PM — no Friday closure, unlike neighboring Provo.
- Murray's fee schedule is its own valuation-based table (effective July 1, 2026), structurally different from Provo's 1997 UBC chart, with flat fees for common residential trade permits: Electrical/Service Upgrade $100, Plumbing $100, Mechanical $100, ReRoof $200 (+$100 with sheathing), Solar Roof & Ground Mounted $394, Manufactured Home $350.
- Murray is transitioning from a legacy Munis permitting system to eProcess 360 — permits starting with 'E' require online inspection requests at murray.ut.eprocess360.com; older permits still use the phone line (801-270-2431, option 1).
- Murray City Power is the municipal electric utility for most of the city; solar/net-metering and certain electrical service changes require separate Murray City Power approval (netmetering@murray.utah.gov) in addition to the city building permit.
- Certificate of Occupancy sign-off requires coordination across multiple divisions: Building/Electrical/Mechanical/Plumbing (801-270-2431), Engineering & SWPP (801-270-2454), Fire (801-264-2776), and Planning/Zoning (801-270-2426) — CO/TCO issuance takes 5 to 10 working days after the General Contractor of record submits the completed sign-off form.
- Murray's Design Criteria: 28 psf ground snow load, Seismic Design Category D2 for IRC dwellings, Site Classification D (or per geotechnical report), 30-inch frost line depth — verify against Provo's different figures (31 lbs/sqft snow) before assuming statewide uniformity; these are city-specific structural design values.
- As of July 1, 2026: Murray's own Building Division page (Notice of Building Code Adoption) confirms the 2024 IBC, IPC, IMC, IEBC, and IECC are now in effect; the 2021 IRC remains unchanged; the 2023 NEC continues in force. The 2024 IFGC and 2024 ISPSC also took effect statewide per Utah Code § 15A-2-103, though Murray's own notice does not separately name them.
- NOTE (verified 2026-07-16): Murray's Building Division page carries BOTH a current 'Notice of Building Code Adoption' banner (correctly dated effective July 1, 2026, listing the 2024 code editions) AND an older, un-updated 'Overview' paragraph further down the same page that still reads 'As of July 1st 2023, the state of Utah has adopted the 2021 I Codes and the 2023 NEC.' That older sentence is stale and was not removed when the new banner was added — flagged here as a city-page inconsistency, not treated as authoritative.
- No jurisdiction-published plan-review turnaround time (in business/calendar days) was located for any Murray permit type in official sources as of 2026-07-04 — only the 5–10 working day Certificate-of-Occupancy issuance window is documented; all permit-type reviewTimelineDays fields are honestly null with a note rather than estimated.
