- Pinal County Dust Control Permit required for earthmoving activity disturbing more than approximately 1,690 sq ft (City of Eloy is in the West Pinal Nonattainment Area)
- Copy of approved Eloy Fire District Permit required as part of the submittal
- 16 SEER minimum air conditioning efficiency and 78%/80% AFUE minimum gas heating efficiency (weatherized/non-weatherized) required per City-amended IECC criteria
- Solar-ready zone (minimum 300 sq ft / 10% of roof area) and electrical panel reserved space for future solar required on new construction

- All plan submittals must be electronic PDF (flattened layers, AutoCAD SHX text removed), black-and-white, on 11x17, 24x36, or 30x40 sheet sizes, oriented horizontally — non-compliant submittals are returned as Administratively Incomplete.
- Standard Plans are valid only while the City is enforcing the same code edition under which the plan was originally approved — confirm current-cycle validity before relying on a previously-approved Standard Plan.
