Codes adopted
Arizona has no statewide building code for non-state buildings; codes are adopted locally. According to the International Code Council, codes are adopted locally in Arizona and are predominantly the I-codes, with different cities and counties choosing their own editions and local amendments. Permit types & fees
Residential Building Permit (New Construction)
Required for new single-family and two-family dwelling construction in the City of Eloy. Reviewed against the 2018 IRC, 2018 IBC (non-residential portions), and 2018 IECC as adopted and amended by the City under Chapter 5 of the Eloy City Code (Ordinance No. 20-900, effective December 14, 2020). Applications are submitted electronically through the City's iworq permit portal.
Residential Addition / Remodel Permit
Required for room additions, remodels, and alterations to existing one- and two-family dwellings in Eloy. Reviewed against the 2018 IRC as adopted and amended by the City, using the dedicated Residential Addition or Remodel Minimum Submittal Checklist.
Electrical Permit
Required for electrical installation, alteration, or repair work in Eloy, governed by the 2017 National Electrical Code (NEC) as adopted by the City. Billed per a detailed unit/system fee schedule covering fixtures, services, and appliance circuits, in addition to a flat permit-issuance fee.
Plumbing Permit

Re-chased 2026-07-20: downloaded the live PDF directly and rendered the exact table page (p.4 of the Amended Consolidated Rates and Fees, dated November 12, 2025) as an image for direct visual inspection (not just automated text extraction, which can misalign multi-column PDF tables) -- independently re-confirmed the 'Electrical Vehicle Charging Stations (Residential) -per station' row has a genuinely empty rate cell in both the FY 2025-2026 and Amended FY 2025-2026 columns, while every neighboring row (Photovoltaic, Demolition, Temporary Trailers, Generators, Mobile Home hook-up) carries a populated dollar figure. This is a confirmed, real gap in the City's own document, not an extraction artifact.
Demolition Permit
Required for demolition of residential and other structures in Eloy. Billed as a flat fee tiered by structure type (accessory/garage, single-family residence, or other), per the City's Consolidated Rate and Fee Schedule.
Sign Permit
Required for permanent and temporary commercial/business signage in Eloy, administered by the Community Development Department using a dedicated Sign Permit Application separate from the general Building Permit Application. Plan review is billed at 65% of the calculated building permit fee and the permit fee itself is based on total sign(s)/installation valuation using the same Building Permit Fee valuation table used for building permits.
Fire Sprinkler & Fire Alarm Permit (Eloy Fire District)

Certificate of Occupancy / Change of Occupancy

Tips & gotchas
- Arizona has no statewide mandatory building code — the City of Eloy independently adopts and amends its own construction codes under Chapter 5 of the Eloy City Code (Ordinance No. 20-900, adopted December 14, 2020, per A.R.S. § 9-802) and runs its own Community Development Department / Building Safety Division; it does not defer to Pinal County for permitting within city limits. Eloy's original AZBO-directory listing was truncated at a page break during initial scoping, which is why it was flagged 'thin' — independent verification confirms it is a fully independent, actively-administered jurisdiction with its own current (2018 code cycle, checklists dated as recently as May 2026) permit program, unlike confirmed-excluded Pinal County towns such as Kearny and Superior, which defer to the County.
- Eloy's adopted code suite is 2018 IBC/IRC/IECC/IEBC/ISPSC plus 2017 NEC — one full ICC cycle behind the very newest editions but consistent with several neighboring Arizona cities (Casa Grande, Coolidge) and independently confirmed on both the Building Safety Division page and the City's dated (01/27/2025 and 05/25/2026) submittal checklists.
