Codes adopted

Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.

  • 2024 International Building Code (IBC) — Utah Code § 15A-2-103(1)(a); effective 2026-07-01, superseded the 2021 edition. NOTE (verified 2026-07-16): Logan's own 'Current Building Codes & Engineering Design Requirements' document is dated 'Effective July 2023' / 'Updated: 07/2023' and still lists the 2021 IBC — it has not been updated for the 7/1/2026 code cycle.
  • 2021 International Residential Code (IRC) — Utah Code § 15A-2-103(1)(b); unchanged by the 7/1/2026 code cycle; Logan's own (stale, July 2023) codes document also lists this edition
  • 2024 International Mechanical Code (IMC) — Utah Code § 15A-2-103(1)(e); effective 2026-07-01, superseded the 2021 edition
  • 2024 International Plumbing Code (IPC) — Utah Code § 15A-2-103(1)(d); effective 2026-07-01, superseded the 2021 edition
  • 2024 International Fuel Gas Code (IFGC) — Utah Code § 15A-2-103(1)(f); effective 2026-07-01, superseded the 2021 edition
  • 2024 International Energy Conservation Code (IECC) — Utah Code § 15A-2-103(1)(h); effective 2026-07-01, superseded the 2021 edition
  • 2023 National Electrical Code (NEC) — Utah Code § 15A-2-103(1)(g); unchanged by the 7/1/2026 code cycle. Logan's own codes document (July 2023) lists a '2020 National Electrical Code' — this was already stale before this fix and remains so; the statewide 2023 NEC governs.
  • 2024 International Existing Building Code (IEBC) — Utah Code § 15A-2-103(1)(i); effective 2026-07-01, superseded the 2021 edition. NOTE: no IEBC line previously existed in this file's codesAdopted entry or in Logan's own codes document; added here directly from the statute for completeness.
  • 2024 International Swimming Pool and Spa Code (ISPSC), residential provisions — Utah Code § 15A-2-103(1)(n); effective 2026-07-01, superseded the 2021 edition. NOTE: no ISPSC line previously existed in this file's codesAdopted entry or in Logan's own codes document; added here directly from the statute for completeness.
  • 2017 ICC A117.1 (Accessibility) — Logan City 'Current Building Codes & Engineering Design Requirements' (dated Effective July 2023 / Updated 07/2023)
  • NOTE (verified 2026-07-16): The 2024 editions of IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC took effect 2026-07-01 per Utah Code § 15A-2-103, superseding the 2021 editions that governed through 2026-06-30. The 2021 IRC and 2023 NEC were NOT changed by this cycle. Confirmed directly against the version of § 15A-2-103 effective 7/1/2026 (superseded 1/1/2027) at le.utah.gov. Logan's own codes document (loganutah.org/departments/comdev/building/Current%20Building%20Codes%202023.pdf) was fetched live and confirmed stale — dated 'Effective July 2023' / 'Updated: 07/2023', listing 2021 IBC/IRC/IMC/IPC/IFGC/IECC and a '2020 National Electrical Code' (itself outdated even relative to the pre-7/1/2026 baseline); it has not been revised for either the 2023 NEC correction or the 7/1/2026 code cycle.

Tips & gotchas

  • Logan City has its own municipal electric utility (Logan City Light & Power) — solar interconnection goes through Logan Light & Power, NOT Rocky Mountain Power.
  • Logan's Rough 4-Way inspection combines framing, electrical, mechanical, and plumbing rough-ins — all trades must be ready at the same time. Scheduling separately will delay your project.
  • 24-hour notice is required for ALL inspections in Logan. Inspection appointments are available Monday–Friday, 9:00–11:00 AM and 1:30–3:30 PM. Call (435) 716-9030.
  • Work in the Logan City Right of Way (driveway approaches, curb/gutter, sidewalk) requires a separate WROW Permit from the Public Works Department — building permits do NOT cover this work.
  • Engineering design requirements verified by Logan's own codes document (July 2023): ground snow load 43 lbs/sq ft (elevation-adjusted via utahsnowload.usu.edu), frost depth 30 inches residential / 36 inches commercial, wind 104 mph Exposure C 3-second gust, seismic zone D1, allowable soil bearing 1,500 lbs.
  • As of July 1, 2026, the 2024 editions of IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC replaced the 2021 editions statewide per Utah Code § 15A-2-103; the 2021 IRC and 2023 NEC were unchanged by this cycle.
  • NOTE (verified 2026-07-16): Logan's own 'Current Building Codes & Engineering Design Requirements' PDF (loganutah.org/departments/comdev/building/Current%20Building%20Codes%202023.pdf) is significantly stale — dated 'Effective July 2023' / 'Updated: 07/2023', it still lists the 2021 IBC/IRC/IMC/IPC/IFGC/IECC and a '2020 National Electrical Code' (itself outdated relative even to the pre-7/1/2026 baseline, since the state's own 2023 NEC predates this fix). It has not been revised for the 7/1/2026 code cycle.
  • Impact fees apply to new residential and commercial construction — see the Impact Fee schedule on Logan's building fees page.
