Codes adopted

Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.

  • 2024 International Building Code (IBC), including Appendices C and J — currently in effect as of July 1, 2026, superseding the 2021 IBC that was in effect through June 30, 2026 (Utah Code § 15A-2-103(1)(a)); West Jordan's own Design Criteria document (rev. 10/2025) predates this transition — see NOTE below
  • 2021 International Residential Code (IRC), including Appendix AQ — currently in effect; unchanged by the July 1, 2026 statewide code-edition update (Utah Code § 15A-2-103(1)(b))
  • 2024 International Plumbing Code (IPC) — currently in effect as of July 1, 2026, superseding the 2021 IPC that was in effect through June 30, 2026 (Utah Code § 15A-2-103(1)(d))
  • 2024 International Mechanical Code (IMC) — currently in effect as of July 1, 2026, superseding the 2021 IMC that was in effect through June 30, 2026 (Utah Code § 15A-2-103(1)(e))
  • 2024 International Fuel Gas Code (IFGC) — currently in effect as of July 1, 2026, superseding the 2021 IFGC that was in effect through June 30, 2026 (Utah Code § 15A-2-103(1)(f))
  • 2024 International Energy Conservation Code (IECC) — currently in effect statewide as of July 1, 2026, a single edition with no residential/commercial split under current law (Utah Code § 15A-2-103(1)(h))
  • Historical (superseded): West Jordan's Design Criteria document (rev. 10/2025) had cited a 2015 IECC edition for residential and a separate 2021 IECC edition for commercial — both are now superseded by the single 2024 IECC per § 15A-2-103(1)(h); not independently re-fetched on 2026-07-16 (the Design Criteria PDF was not located live this session — West Jordan's Building & Safety page links a 'Codes & Design Criteria' resource but the document content was not directly accessible), so whether the city has updated this document is unconfirmed as of this date
  • 2024 International Existing Building Code (IEBC) — currently in effect as of July 1, 2026, superseding the 2021 IEBC that was in effect through June 30, 2026 (Utah Code § 15A-2-103(1)(i))
  • 2021 International Fire Code (IFC) — West Jordan Design Criteria (rev. 10/2025) (not adopted under Utah Code § 15A-2-103, which does not list an IFC edition; edition unconfirmed for the current period)
  • 2023 National Electrical Code (NEC) — currently in effect; unchanged by the July 1, 2026 statewide code-edition update (Utah Code § 15A-2-103(1)(g))
  • 1997 Uniform Code for Abatement of Dangerous Buildings — West Jordan Design Criteria (rev. 10/2025)
  • NOTE (updated 2026-07-16): the July 1, 2026 transition forecast in the prior version of this entry has now occurred — confirmed live against Utah Code § 15A-2-103, current version (effective 7/1/2026, superseded 1/1/2027), read at le.utah.gov/xcode/Title15A/Chapter2/15A-2-S103.html. West Jordan's Building & Safety Division webpage (westjordan.utah.gov/community-development/building-and-safety/), checked live 2026-07-16, still hosts a downloadable 'Special Inspection Agreement' form labeled '2021 IBC' — consistent with the Design Criteria document (rev. 10/2025) predating the statewide transition; confirm current status with the Building & Safety Division for any project submitted on or after July 1, 2026

Tips & gotchas

  • West Jordan's permit portal is at permit.westjordan.utah.gov — all permit applications are submitted online through this CityworksPortal. Download the Online Building Permit Submittal Instructions PDF from the building & safety page for step-by-step guidance.
  • The fee schedule (Ord. 25-48) is effective through June 30, 2026 — a new schedule may take effect July 1, 2026, coinciding with the statewide transition to 2024 I-Codes per Utah Code § 15A-2-103.
  • West Jordan's residential plan review is 40% of the permit fee (not the 65% common at many other Utah cities) — a meaningful cost difference for large projects.
  • All building permit fees carry an additional $12 permit processing fee and a 1% state surcharge.
  • The Design Criteria document (rev. 10/2025) lists specific structural parameters: 28 psf ground snow load (below 4,239 ft MSL), seismic design category D2 (residential), 30-inch frost depth, 115 mph 3-second gust residential wind speed, and Climate Zone 5B with severe weathering.
  • West Jordan's 10/2025 Design Criteria document had cited the 2015 IECC for residential energy (not the then-current 2021 IECC) — that split was already a deviation from the statewide baseline, and as of July 1, 2026 the state-mandated energy code is a single 2024 IECC edition (Utah Code § 15A-2-103(1)(h)) with no residential/commercial split; confirm current status with the Building & Safety Division, since the city's 10/2025 document was not re-confirmed live this session (2026-07-16).
  • Contact West Jordan Engineering at (801) 569-5070 (separate from the Building & Safety line at 569-5050) for Excavation/Land Disturbance permits and utility disconnection verification.
