Codes adopted
Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.
- 2024 International Building Code (IBC), including Appendices C and J — currently in effect as of July 1, 2026, superseding the 2021 IBC that was in effect through June 30, 2026 (Utah Code § 15A-2-103(1)(a)); West Jordan's own Design Criteria document (rev. 10/2025) predates this transition — see NOTE below
- 2021 International Residential Code (IRC), including Appendix AQ — currently in effect; unchanged by the July 1, 2026 statewide code-edition update (Utah Code § 15A-2-103(1)(b))
- 2024 International Plumbing Code (IPC) — currently in effect as of July 1, 2026, superseding the 2021 IPC that was in effect through June 30, 2026 (Utah Code § 15A-2-103(1)(d))
- 2024 International Mechanical Code (IMC) — currently in effect as of July 1, 2026, superseding the 2021 IMC that was in effect through June 30, 2026 (Utah Code § 15A-2-103(1)(e))
- 2024 International Fuel Gas Code (IFGC) — currently in effect as of July 1, 2026, superseding the 2021 IFGC that was in effect through June 30, 2026 (Utah Code § 15A-2-103(1)(f))
- 2024 International Energy Conservation Code (IECC) — currently in effect statewide as of July 1, 2026, a single edition with no residential/commercial split under current law (Utah Code § 15A-2-103(1)(h))
- Historical (superseded): West Jordan's Design Criteria document (rev. 10/2025) had cited a 2015 IECC edition for residential and a separate 2021 IECC edition for commercial — both are now superseded by the single 2024 IECC per § 15A-2-103(1)(h); not independently re-fetched on 2026-07-16 (the Design Criteria PDF was not located live this session — West Jordan's Building & Safety page links a 'Codes & Design Criteria' resource but the document content was not directly accessible), so whether the city has updated this document is unconfirmed as of this date
- 2024 International Existing Building Code (IEBC) — currently in effect as of July 1, 2026, superseding the 2021 IEBC that was in effect through June 30, 2026 (Utah Code § 15A-2-103(1)(i))
- 2021 International Fire Code (IFC) — West Jordan Design Criteria (rev. 10/2025) (not adopted under Utah Code § 15A-2-103, which does not list an IFC edition; edition unconfirmed for the current period)
- 2023 National Electrical Code (NEC) — currently in effect; unchanged by the July 1, 2026 statewide code-edition update (Utah Code § 15A-2-103(1)(g))
- 1997 Uniform Code for Abatement of Dangerous Buildings — West Jordan Design Criteria (rev. 10/2025)
- NOTE (updated 2026-07-16): the July 1, 2026 transition forecast in the prior version of this entry has now occurred — confirmed live against Utah Code § 15A-2-103, current version (effective 7/1/2026, superseded 1/1/2027), read at le.utah.gov/xcode/Title15A/Chapter2/15A-2-S103.html. West Jordan's Building & Safety Division webpage (westjordan.utah.gov/community-development/building-and-safety/), checked live 2026-07-16, still hosts a downloadable 'Special Inspection Agreement' form labeled '2021 IBC' — consistent with the Design Criteria document (rev. 10/2025) predating the statewide transition; confirm current status with the Building & Safety Division for any project submitted on or after July 1, 2026
Permit types & fees
Residential Building Permit
Required for new residential construction, additions, and structural alterations in West Jordan. Permit fees are valuation-based using the ICC Building Valuation Data table. Valuation is determined by the current ICC Building Valuation Data published as of July 1 of each year.
Electrical Permit
Required for electrical work in West Jordan including new circuits, panel upgrades, service changes, and new construction wiring. Governed by the 2023 National Electrical Code (NEC) as adopted statewide per Utah Code § 15A-2-103(1)(g). EV charger/EVSE installation is electrical work and falls under this general Electrical Permit; the city's Consolidated Fee Schedule (Ord. 25-48) does not publish an EV-specific line item — the standard $70 Miscellaneous Minimum Permit fee applies. (West Jordan's separate 'Electric Vehicle Charging Station Use' fee at the Public Works building is a usage/access fee for a public charger, not an installation permit.)
EV Charger / EVSE Permit
West Jordan has not published a distinct EV-charger installation permit or fee. EV charger/EVSE installation is electrical work filed under the city's general Electrical Permit; the Consolidated Fee Schedule (Ord. 25-48) does not list an EV-specific line item, so the standard $70 Miscellaneous Minimum Permit fee applies. (West Jordan's separate 'Electric Vehicle Charging Station Use' fee at the Public Works building is a usage/access fee for a public charger, not an installation permit, and is not covered by this entry.)
Plumbing Permit
Required for plumbing installations, alterations, and repairs in West Jordan including water heaters, fixture additions, and gas line work. Governed by the 2024 International Plumbing Code (IPC) as adopted per Utah Code § 15A-2-103, effective July 1, 2026 (superseded the 2021 edition).
Mechanical / HVAC Permit
Required for heating, ventilation, and air conditioning installations, replacements, and ductwork modifications in West Jordan. Governed by the 2024 International Mechanical Code (IMC) as adopted per Utah Code § 15A-2-103, effective July 1, 2026 (superseded the 2021 edition).
Roofing Permit
Required for roof replacement, re-roofing, and structural roof repairs in West Jordan. Fees are valuation-based using the same building permit fee table.
Solar Panel Permit
Required for installation of rooftop or ground-mounted solar photovoltaic systems in West Jordan. Residential solar uses a per-watt fee structure with a $150 minimum, distinct from the general valuation-based building permit fee.
Demolition Permit
Required for partial or complete demolition of structures in West Jordan. The demolition permit requires pre-demolition utility disconnections, a Department of Air Quality approval letter, and a Salt Lake County Health Department pre-demolition inspection form.
Accessory Dwelling Unit (ADU)
Required for construction of an external (detached) or internal accessory dwelling unit in West Jordan. The city publishes a dedicated External ADU Building Permit Submittal Required Documents list.
Water Heater Permit
Required for water heater installation, replacement, or conversion in West Jordan. This is a subset of the plumbing permit; the $70 miscellaneous minimum permit fee applies.
Fence Permit
Required for fences over 6 feet in most residential zones in West Jordan (fences 6 feet and under are generally exempt from a building permit; a zoning/setback review may still apply). A fence permit is issued as a building permit and charged on the valuation-based building permit fee schedule — West Jordan publishes no separate fence line item.
Deck Permit
Required for new deck construction or structural modification of existing decks in West Jordan. Fees are valuation-based using the same building permit fee table.
Basement Finish Permit
Required for finishing or remodeling an unfinished basement in West Jordan, including framing, electrical, plumbing, and mechanical work. Fees are valuation-based.
Commercial Building Permit
Required for new commercial construction in West Jordan, valuation-based per the FY-2026 Consolidated Fee Schedule (Ord. 25-48), using the same Building Permit valuation table applied to all building permits. Regulated by the state-adopted 2024 IBC per Utah Code § 15A-2-103.
Sign Permit
Required in West Jordan prior to erecting, constructing, reconstructing, locating, relocating, placing, replacing, restoring, extending, enlarging, modifying, altering, repairing, or using any sign within the city, except exempt signs, per West Jordan City Code § 12-2-3(A). Unlike several smaller Utah cities in this dataset, West Jordan publishes a genuine, detailed, valuation-based Sign Review fee table distinct from its general building permit fee table, plus flat fees for specific sign categories (bus bench/shelter, off-premises development/construction signs, temporary sign review, and a sign impound fee).
Commercial Tenant Improvement / Tenant Finish Permit
Required for commercial remodel and tenant-improvement work in West Jordan. The FY-2026 Consolidated Fee Schedule (Ord. 25-48) uses the same 'Non-Residential' fee category (valuation-based building permit fee + 65% plan review) for both new commercial construction and tenant improvement/remodel — no separate tenant-improvement fee tier is published.
Fire Sprinkler Permit
Required for installation of an automatic fire sprinkler system in West Jordan. Unlike several smaller neighboring cities, West Jordan operates its own city Fire Department (not Unified Fire Authority or a special fire district) — the West Jordan Fire Department's Fire Marshal's Office handles fire sprinkler plan review, permitting, and inspection directly, billed through the same Consolidated Fee Schedule (Ord. 25-48) as other city permits. The City has adopted the 2024 International Fire Code (IFC) and Appendices B, C, and D.
Fire Alarm Permit
Required for installation of a fire alarm system in West Jordan. The West Jordan Fire Department's Fire Marshal's Office handles fire alarm plan review, permitting, and inspection directly (West Jordan operates its own city Fire Department rather than using Unified Fire Authority or a special fire district), billed as a flat 'Standard Fire Inspection' fee under the Consolidated Fee Schedule (Ord. 25-48).
Zoning Verification Letter / Certificate of Occupancy Inspection (Planning & Engineering)
West Jordan City Code § 13-1-9 ('Certificate of Occupancy and Zoning Compliance') makes it unlawful to use or occupy, or permit the use or occupancy of, any building, property, or premises prior to approval of a certificate of occupancy and zoning compliance, and separately makes it unlawful to occupy a property with a materially different design, greater intensity of use, or different occupancy classification than the one specifically approved — a change-of-use trigger distinct from new construction. A certificate is issued by the city administrator or a designee after a development/building is completed and has passed final inspection; a temporary certificate valid up to 6 months may be issued where zoning/site-plan conditions have been substantially, but not fully, met and the delay poses no hazard, backed by a cash bond (100% of estimated completion costs October-April; 150% May-September) that is released once all conditions are verified by inspection. Occupying without a certificate, or changing use/occupancy classification outside what the certificate approved, is a violation subject to prosecution, and unpermitted occupancy is declared a nuisance subject to abatement. Direct fetch of the full section text from codelibrary.amlegal.com remains blocked by a Cloudflare bot-check as of 2026-07-20 (confirmed again this session via curl, r.jina.ai reader proxy, and WebFetch — all blocked), but the operative language above is corroborated verbatim/near-verbatim across three independent search-engine-indexed excerpts of the same section, cross-checked for internal consistency. Separately, and independently confirmed by direct fetch of West Jordan's own FY2026 Consolidated Fee Schedule PDF: the Planning Division charges a separate, distinctly priced 'Zoning Verification Letter' ($150) under its Zoning fee category — the standard product used to confirm current zoning/use compliance for an existing building (e.g., for a business license, lease, or sale) without new construction — plus a distinct 'Certificate of Occupancy Inspection (Planning/Engineering)' fee ($290) under Development Review fees, separate from any Building Division inspection fee.

Tips & gotchas
- West Jordan's permit portal is at permit.westjordan.utah.gov — all permit applications are submitted online through this CityworksPortal. Download the Online Building Permit Submittal Instructions PDF from the building & safety page for step-by-step guidance.
- The fee schedule (Ord. 25-48) is effective through June 30, 2026 — a new schedule may take effect July 1, 2026, coinciding with the statewide transition to 2024 I-Codes per Utah Code § 15A-2-103.
- West Jordan's residential plan review is 40% of the permit fee (not the 65% common at many other Utah cities) — a meaningful cost difference for large projects.
- All building permit fees carry an additional $12 permit processing fee and a 1% state surcharge.
- The Design Criteria document (rev. 10/2025) lists specific structural parameters: 28 psf ground snow load (below 4,239 ft MSL), seismic design category D2 (residential), 30-inch frost depth, 115 mph 3-second gust residential wind speed, and Climate Zone 5B with severe weathering.
- West Jordan's 10/2025 Design Criteria document had cited the 2015 IECC for residential energy (not the then-current 2021 IECC) — that split was already a deviation from the statewide baseline, and as of July 1, 2026 the state-mandated energy code is a single 2024 IECC edition (Utah Code § 15A-2-103(1)(h)) with no residential/commercial split; confirm current status with the Building & Safety Division, since the city's 10/2025 document was not re-confirmed live this session (2026-07-16).
