Always Need a Permit
Most jurisdictions require a roofing permit for all roof replacements, whether you're doing a full tear-off or an overlay. The permit ensures proper installation of underlayment, flashing, ice and water shield, and ventilation. Roofing permits are the fastest to obtain — often same-day approval.
The Two-Layer Rule
The IRC/IBC allow a maximum of two roofing layers in most adopting jurisdictions. If your home already has two layers of shingles, a full tear-off is required before installing new roofing. This is a common surprise for homeowners — the inspector will check during the deck inspection.
